Costa Rica is surprising champions of South America Uruguay 3-1 last week to qualify for the knockout psuingan World Cup after a superb 1-0 win over four-time champion Italy.
Under FIFA rules, two players per team will be drug tested after the game. However, five other players of Costa Rica, also called to give a sample.
Maradona was sent home from the 1994 World Cup in the USA after testing positive banned substance, said FIFA's decision as "not respecting the rules".
Former Argentina also claims Costa Rica has been subjected under extra scrutiny because sponsors will not "pay as promised" if the team stronger as Italy failed to advance.
"Why the test is done on seven players from Costa Rica, and not seven from Italy?" Maradona said.
According to media reports, FIFA said that, two players from each team must undergo drug control after the match, while five additional players Costa Rica also be because they are not tested prior to the game.
But Maradona said that the explanation is not satisfactory: "This all happened because some people are not happy to sit on Costa Rica and not a team of qualified (to the next round) and the sponsor will not fulfill the promise.
"I know what I'm saying because it's never happened to me. Seven players? Like I never saw it."
In a documentary about himself, Maradona has expressed his intense irritated to FIFA which he described as "liars" and "thieves".
